MODERN METHODOLOGIES FOR ASSESSING THE EFFECTIVENESS OF PUBLIC FINANCIAL POLICY

The article examines the issues of improving the methodological foundations for assessing the effectiveness of fiscal policy and their application in the practice of Uzbekistan. In particular, the theoretical foundations of evaluating fiscal policy as well as the possibilities of using traditional and modern methods in determining its effectiveness are analyzed. Specifically, the study considers the composite index of effectiveness based on macroeconomic indicators (MSSI – Macroeconomic Stability and Sustainability Index), the sectoral cost–effectiveness evaluation model (DEA – Data Envelopment Analysis), the elasticity method for assessing the impact of tax policy on GDP, behavioral models based on the Laffer curve, and the performance-based assessment of social expenditure efficiency (PBB – Performance-Based Budgeting). Using Uzbekistan as a case study, these methodological approaches were applied and analyzed, which made it possible to identify the strengths and weaknesses of fiscal policy and to outline prospective directions for its improvement.

IMPROVING ENTREPRENEURIAL ACTIVITY IN THE HEALTHCARE SYSTEM OF THE REPUBLIC OF UZBEKISTAN

This article analyzes the characteristics and development prospects of entrepreneurial activity in the healthcare system of the Republic of Uzbekistan. Based on the current regulatory and legal framework, including the Law “On Healthcare” (1996), the Law “On Public-Private Partnership” (2019), the “New Uzbekistan Development Strategy” (2022–2026), as well as presidential decrees, the priority directions for improving the entrepreneurial sector are outlined. The study highlights the main challenges hindering the growth of private healthcare, such as bureaucratic procedures, a shortage of qualified personnel, and limited financial resources. It emphasizes the necessity of integrating entrepreneurial entities into the system of mandatory health insurance, supporting new initiatives in the regions, and introducing innovative technologies. In conclusion, it is argued that the synergy between state policy and private initiative plays a crucial role in ensuring the stability and competitiveness of the healthcare system.

This research study examines the content analysis of tourism infrastructure and aims to assess the state of infrastructure based on a comprehensive approach that includes the country's transport networks, digital (smart) services, environmental monitoring and resilience to emergencies. The study analyzes transport infrastructure, smart tourism applications, green infrastructure and resilience factors before and after the pandemic. At the same time, it also highlights the problems of regional imbalances and digital inclusion. Practical measures for improvement are analyzed. The main objective of the study is to study tourism infrastructure based on an integrated assessment model, identify existing strengths and weaknesses and develop proposals to increase resilience in emergencies. THEORETICAL FOUNDATIONS, PRACTICAL FORMS, AND ANALYSIS OF THE IMPACT OF IMPLEMENTING SCHOOL-BASED MANAGEMENT (SBM) IN THE EDUCATION SYSTEM ON STUDENT ACHIEVEMENT

School-Based Management (SBM) represents a form of decentralization of central government authority to the school level, aimed at enhancing the efficiency and competitiveness of the education system. Theoretically, SBM is grounded in three key institutional incentives: choice and competition, school autonomy, and accountability. Its practical forms vary according to the scope of authority (weak/strong) and the decision-making actors (administrative, professional, community, or balanced). Research conducted on the implementation of marketing services and strategic management in the governance of general secondary schools (GSS) in Uzbekistan demonstrates that the effectiveness of managerial activities of school leaders can be increased by 15% to 22%. It is also emphasized that significant positive effects of SBM reforms on student achievement require a longer timeframe (5 to 8 years), as well as the continuous development of managerial competencies among school leaders.

The article examines the role of insolation as a system-forming factor in the development and optimization of housing infrastructure under urbanization conditions. The interrelation between insolation and regional economic parameters is substantiated, including energy consumption, sanitary and hygienic indicators, and socio-demographic living conditions. Based on methods of mathematical modeling, algorithms for calculating and optimizing the insolation characteristics of residential development are proposed. Practical examples from housing construction in the city of Tashkent are analyzed, demonstrating the impact of insolation parameters on the economic indicators of the region. Conclusions and recommendations are formulated regarding the integration of insolation requirements into urban planning programs and housing policy projects.

This article analyzes the effectiveness of tax incentives for small businesses. Based on the data, the economic and social results of benefits were studied, and an assessment was made based on such indicators as the share of small business in GDP, its place in state budget revenues, the number of newly created enterprises, and the level of employment. Analysis shows that although tax innovations can put pressure on budget revenues in the short term, in the long term they have fully justified themselves by increasing economic activity, developing the business environment, and ensuring social stability. At the end of the article, promising recommendations for supporting small businesses are given.

This article conceptualizes art tourism as an emerging field at the intersection of culture, creative industries, and visitor experience. Based on content analysis of international/local scholarship (MacCannell, Bourdieu, Florida, Richards) and Uzbekistan’s policy framework (2024 Creative Economy Law), an integrative model is proposed linking: (1) theoretical–legal foundations; (2) practical formats; (3) territorial–urban contexts; and (4) psychosocial functions. The model identifies five features: centrality of aesthetic experience, active participation, artist–audience interaction, embeddedness in the creative economy, and convergence of socio-cultural, economic, and aesthetic value. This article analyzes the current state of the employee motivation system in Uzbekistan's SME sector based on empirical data. A study conducted with the participation of over 100 enterprises and more than 1,500 employees revealed the predominance of material incentive methods (64.8%) and insufficient application of non-material motivation tools (average 35%). Correlation analysis demonstrates a strong positive relationship between motivation and labor productivity (r=0.78, p<0.001). According to the research results, enterprises applying a comprehensive motivation system show employee satisfaction of 74.8% and staff turnover of 14.8%. The article presents scientific recommendations for further improvement of the motivation system in the SMB sector and enhancement of its effectiveness based on research findings

COMPARATIVE ASSESSMENT OF GREEN INVESTMENT MODELS IN DEVELOPING ECONOMIES

Countries are increasingly proposing investment attraction systems that aim to improve economic efficiency and achieve higher “green competitiveness” outcomes by better aligning environmental standards and growth policies under sustainability-oriented governance mechanisms. The need to develop and implement balanced investment strategies, drawing on international best practices to determine which environmental and economic indicators are appropriate and how to integrate them into national planning systems and sectoral development programs, is forcing emerging economies to rethink their policy instruments, regulatory mechanisms, and institutional capacities. This study aims to make this contribution, in addition to providing an analytical framework that reviews empirical papers that shed light on the interactions between investment attraction, environmental compliance, and policy coordination with dynamics such as sustainable fiscal policy, industrial modernization, regional development, or green transformation. Following a methodological synthesis, a comparative assessment of foreign investment development is prepared, in which environmental integration is linked to these key terms, economic diversification and institutional adaptation. This framework can serve as a benchmarking model and policy guidance for regulators, investors, analysts and decision-makers. This study has two main contributions. First, it is the first time that such a multi-criteria assessment table is being developed to demonstrate the interrelationship between economic and environmental aspects. Second, it captures the idea of compatibility between environmental protection and economic development, policy implementation and societal needs, national priorities and global standards, i.e. it requires flexible governance. This article provides Uzbek policymakers with important information and insights on how to take environmental commitments into account when attracting sustainable investment. The future research agenda provides broad opportunities for comparative analyses and applied studies on investment efficiency, sustainable growth, institutional capacity, and green transformation.
