IMPROVING THE ORGANIZATIONAL MECHANISM FOR ATTRACTING INVESTMENT PROJECTS IN THE DEVELOPMENT OF TOURISM IN UZBEKISTAN

This study is devoted to the analysis and improvement of organizational and economic mechanisms for the effective attraction and management of investment projects in the accelerated development of the tourism sector in Uzbekistan. Despite the fact that the reforms being carried out in the field of tourism, the rich cultural and historical heritage and natural resources of the country create wide opportunities for investors, there are still certain problems in the organizational mechanisms, legal framework, and institutional environment for ensuring investment activity. The study thoroughly analyzes the factors hindering the implementation of investment projects related to tourism, in particular, the difficulties in preparing project engineering documentation, long-term formalization in the process of land allocation, insufficient financial guarantees, and the problems of coordination between local authorities and the private sector.

Based on empirical data and comparative analysis with international practice, recommendations are proposed for building a digital environment that stimulates labor efficiency growth. The findings may be useful in developing sustainable development strategies for small businesses within the digital economy.

With the rapid development of technologies and the intensification of global competition, the importance of digital processes in all spheres of human life is increasing. It will not be a mistake to say that the use of digital technologies in all aspects of socio-economic life, starting with the public administration system, has become a key factor determining the development and future of the industry. The article pays special attention to the scientific substantiation of the main trends and historical stages of the formation of the digital economy, the processes that determined its development, as well as the general characteristics of the modern economic system. In addition, against the background of the progressive development of digital technologies and their integration into the global economy, the main trends in the development of the digital economy are recently analyzed and appropriate conclusions are made. The study considers the state of the world market, the balance of supply and demand, as well as the contribution of modern economic knowledge and digital technologies to trade. The impact of such trends as artificial intelligence, big data, cloud technologies, blockchain, cryptocurrencies, mobile technologies, e-commerce and digital financial services on economic efficiency will be considered, and proposals will be put forward on the state of development of the digital economy, current problems and main areas of prospects using the example of Uzbekistan.

A rating model has been proposed that allows for the formation of an objective reliability rating, contributing to increasing the transparency and investment attractiveness of the construction industry.

MEASURES TO ENSURE THE FINANCIAL STABILITY OF COMMERCIAL BANKS IN UZBEKISTAN

In recent years, the intensification of global financial instability has posed significant challenges to banking markets. In response, commercial banks have placed particular emphasis on enhancing their resilience to economic fluctuations. According to expert forecasts, activity in the global banking sector is expected to increase substantially in 2025–2026. Notably, inflation in the Eurozone in 2024 is projected to be around 2.3% instead of the previously forecast 2.7%. Financial stability, however, remains tied to moderate growth prospects. Various models typically chosen or approved by regulators are used to assess banks’ stability. Contemporary research focuses on improving existing methodologies and financial stability indicators in light of changes in the global macroeconomic environment, raising capital adequacy requirements for banks, and enhancing tools for forecasting their future performance. At the same time, the adoption of new technologies and financial instruments is accelerating banks’ digital transformation and the automation of their business processes. This article offers a comprehensive study of the means and mechanisms for ensuring the financial stability of commercial banks in Uzbekistan. Its primary objective is to analyze the state of the banking sector and identify ways to strengthen its resilience, drawing on global best practices and national specificities. To achieve this, both scientific-pedagogical methods (historical-comparative analysis, structural-logical research) and empirical approaches (statistics from regulatory documents and bank reports, expert surveys) are employed.

FACTORS INFLUENCING THE EFFICIENCY OF MANAGEMENT OF FREE ECONOMIC ZONES

This scientific study provides an in-depth analysis of the factors influencing the management efficiency of free economic zones (FEZs) in the Republic of Uzbekistan, assessing their contribution to socio-economic development using mathematical modeling. Using the Jizzakh Free Economic Zone as a case study, the research identifies key factors affecting production volume from 2015 to 2024 — namely, foreign investment and employment levels. The study employs the Cobb-Douglas production function to construct a classical linear regression model, along with an autoregressive (AR) model, correlation-regression analysis, and evaluation through Fisher’s criterion, Student’s t-test, and the Durbin-Watson statistic.

The article demonstrates the practical value of the Agile approach in the context of constantly changing regulatory requirements and a high degree of cross-functional cooperation.

The results demonstrate that DSGE models provide macroeconomic forecasts with RMSE values ranging from 0.15 to 0.25, VAR models assess shock impacts, and ML integration improves accuracy by 20-25%, although limitations exist due to computational complexity and data uncertainty. The article examines the issue of effective utilization of tourism and recreational resources in Uzbekistan and its impact on the economic efficiency of the tourism sector as well as the share in the country’s Gross Domestic Product (GDP). Based on the review of scientific literature, various theoretical approaches to the management of recreational resources are analyzed. Statistical indicators for 2019–2024 were studied using data from the State Committee on Statistics, the Ministry of Tourism and Cultural Heritage, and the World Tourism Organization (UNWTO). The results of the research demonstrate that during the pandemic years the use of resources sharply declined; however, in 2022–2023, due to the expansion of infrastructure and the increase in the number of tourists, the economic significance of tourism grew and its share in GDP reached 5.5%. These findings confirm that the effective use of tourism and recreational resources is a decisive factor in ensuring the sustainable development of the tourism industry and enhancing its economic potential.

In the case of emerging systems like Uzbekistan, rankings are a challenge as well as a chance to be recognized in the world. This paper presents the response of universities in Uzbekistan to the ranking pressures based on interviews with administrators of a public, private, and international branch campus university, and review of national policy documents. The results leave a very clear picture of contrasts between the private and international universities: international branding, autonomy in decision-making, and research incentives are indicators of structured approaches to ranking whereas bureaucratic rigidity, lack of autonomy, and inadequate allocation of resources characterize universities in public. The more important determinant of competitiveness turns out to be governance capacity, not ambition. The paper concludes that to achieve sustainable progress in rankings, reforms to governance are needed that increase autonomy, accountability, and institutional capacity and integrate rankings into larger education, research, and development missions.

The study analyzed software, internet banking platforms, mobile applications, brand value and other intellectual property objects recorded in the bank's balance sheet in accordance with the requirements of IFRS 38 "Intangible Assets" and IFRS 3 "Business Combinations". The main problems encountered in the process of auditing IIA at Asakabank - subjectivity in valuation, insufficient completeness of the legal documents base, discrepancies in depreciation policies - were identified, and proposals and recommendations based on advanced international practices were developed to eliminate them. In particular, measures such as standardizing the valuation methodology, integrating digital technologies into the audit process, improving the skills of auditors and strengthening intellectual property rights were proposed. Drawing on the practical experiences of Malaysia, South Africa, Germany, and other countries, the study highlights the measures taken to enhance the effectiveness of internal audit and their outcomes. Based on this, relevant recommendations have been developed to improve the internal audit system in Uzbekistan. This scientific research contributes to expanding opportunities for transparency in public administration, strengthening financial discipline, and ensuring the rational use of resources.
