DIGITAL TRANSFORMATION OF PUBLIC ADMINISTRATION IN UZBEKISTAN: REFORM PHASES, PLATFORMIZATION, AND PUBLIC SERVICE MODERNIZATION

Uzbekistan has accelerated the digitalization of public services through legal reforms, infrastructure investments, and the expansion of unified service channels. However, international research shows that simply increasing the service catalog does not lead to meaningful transformation unless back-office interoperability, data governance, and user-centered design help reduce document burdens and procedural uncertainties. This paper presents a three-wave maturity model of Uzbekistan’s progress: (1) establishing basic infrastructure and internal digitization; (2) platform development and hybrid service delivery via a unified portal and one-stop shops; and (3) moving toward data-driven, proactive services based on life events. Using qualitative analysis of documents, institutional mapping, and benchmarking against OECD/UN/World Bank frameworks, the study links each stage’s enablers to expected outcomes like efficiency, transparency, and inclusion, as well as key risks such as data quality issues, interagency coordination gaps, cybersecurity and privacy threats, and uneven adoption. An analytical matrix highlights priority policy actions, including clearer data stewardship, enforceable interoperability standards, security-by-design, and institutionalized user experience (UX) standards integrated into administrative procedures and remedy mechanisms. Lessons from India’s digital public infrastructure show how reusable core components can accelerate scaling while also heightening governance requirements for accountability and trust.

Foreign direct investment (FDI) is an important factor in the economic growth and development of a country. At the regional level, foreign direct investment represents long-term capital investments by foreign investors in the economies of specific territories of a country, aimed at establishing new enterprises, modernizing and expanding existing production facilities, as well as developing regional infrastructure and increasing the investment activity of the region. This article examines the factors and indicators that determine regional differences in attracting foreign direct investment. The influence of economic, institutional, infrastructural, and socio-demographic conditions on the level of investment activity in different regions is examined.

THE NECESSITY OF TEAM PERFORMANCE IN ORGANIZATIONAL SUCCESS

The paper highlights how high-performing teams contribute to improved productivity, innovation, quality, efficiency, employee engagement, and customer satisfaction. It further explores key drivers and moderators of team effectiveness, including leadership styles, governance mechanisms, team composition, diversity, psychological safety, and collaboration processes. EXCURSION ACTIVITY CONTROL AND THE ROLE OF TOURIST POLICE: FOREIGN LEGAL APPROACHES AND INSTITUTIONAL MODELS

This article analyzes foreign legal approaches to regulating tour and excursion activities and defines the role of tourist police within the system of ensuring tourist safety. The paper examines institutional models for interaction between law enforcement agencies and tourism management bodies, as well as mechanisms for monitoring the activities of tour guides. Based on a comparative legal analysis of regulatory acts, this paper identifies the primary models for tourist police participation in regulating tour and excursion activities and applying administrative enforcement measures. It is concluded that while tourist police generally do not directly license guides, they play an important role in maintaining public order, identifying illegal activities, and protecting the rights of tourists.

В частности, предложен иерархический подход, позволяющий разрабатывать и оценивать клиентскую политику. Для оценки уровня удовлетворенности клиентов банковскими услугами в коммерческих банках представлена обновлённая методология на основе применения метода GAP-анализа. Предложена специальная инструкция для сотрудников маркетингового отдела по работе с клиентами, а также по выполнению организационных и аналитических задач. Кроме того, разработаны методические основы сегментированной маркетинговой политики, направленной на повышение конкурентоспособности коммерческих банков, а также принятия стратегических решений, соответствующих микро- и макросегментам потребителей.

The study outlines the economic essence of the social sphere, its main funding sources, and its place within the state budget system. The role of fiscal policy in shaping social expenditures and supporting social development is also analyzed. The research employs both descriptive and econometric methods. Using a multiple regression model, it evaluates the impact of tax revenues, budget deficits, and inflation indicators on the share of social expenditures. The findings made it possible to develop certain scientific conclusions and practical recommendations aimed at improving the efficiency of social sector financing.

DEVELOPMENT OF ELECTRONIC PAYMENT SYSTEMS: ELECTRONIC DEPOSITS AND CYBERSECURITY FACTORS

This article provides a comprehensive analysis of the development trends of electronic money and digital payment systems in the Republic of Uzbekistan, as well as their impact on the national economy. Within the scope of the study, economic, technological, and social factors influencing the growth of electronic money deposits during the period 2017–2024 were examined. In particular, the interrelationships between indicators such as the number of plastic cards, the volume of electronic payment transactions, bank deposits, and the network of payment terminals were assessed using correlation and regression analysis. In addition, the evolution of electronic money, the stages of development of plastic cards and digital payment systems, and their impact on economic efficiency were analyzed. The research results indicate that the reduction of transaction costs, the increase in financial transparency, and the expansion of financial inclusion are the main economic advantages of the electronic payment infrastructure. At the same time, cybersecurity issues associated with the development of digital financial infrastructure, including threats of cyberattacks such as phishing, malware, and DDoS attacks, were also examined. Based on the obtained results, forecast indicators for the development of electronic payments and electronic deposits for the period 2025–2029 were developed. The findings of the study demonstrate that electronic money and digital payment systems play a significant role in increasing economic efficiency, strengthening financial control, and promoting the development of the digital economy. Furthermore, the study substantiates the necessity of improving cybersecurity systems and enhancing the digital literacy of the population in order to ensure the sustainable development of the digital financial infrastructure.

This article analyzes the economic efficiency and organizational mechanisms of production activities at textile enterprises in Uzbekistan. The results of the study show that advanced management approaches - lean production, just-in-time production and the Six Sigma system - play an important role in optimizing and increasing the efficiency of production processes. The economic aspects of production processes (resource use, cost, energy and water consumption) and organizational aspects (interdepartmental coordination, quality control, personnel qualifications) are closely interconnected, and their integrated management ensures the competitiveness and sustainable development of the enterprise. At the same time, the article also analyzes the modernization processes in the industry, export indicators and labor efficiency.

The empirical study is conducted using the example of Kapitalbank, highlighting the importance of a risk-oriented approach in managing real estate investments. The implications of the study are practical for improving investment strategies and enhancing asset quality in commercial banks.

ORGANIZATIONAL AND LEGAL FOUNDATIONS FOR THE DEVELOPMENT OF SMALL BUSINESS IN AGRICULTURE OF UZBEKISTAN

This scientific article analyzes the organizational and legal framework for the development of small business and private entrepreneurship in agriculture in the Republic of Uzbekistan. The main purpose of the study is to assess the legal conditions created for small business entities operating in the agricultural sector, support measures provided by the state, and their impact on economic development. The article examines the decrees and resolutions of the President of the Republic of Uzbekistan, state programs, and regulatory legal acts aimed at the development of small business and private entrepreneurship as the main sources. These documents pay special attention to issues such as liberalization of entrepreneurial activity, simplification of registration procedures, provision of tax and financial incentives, and expansion of preferential lending mechanisms. These measures serve to create a favorable business environment for the activities of small business entities. During the study, the production volume, share of employment, and place of small business in agriculture in the economy were analyzed based on official statistical data. The results show that small businesses play an important role in providing employment, increasing incomes, and increasing food production in rural areas. In particular, dehkan farms and small enterprises provide the bulk of agricultural production. At the same time, the article also highlights some of the problems that hinder the development of small businesses, including limited access to financial resources, and shortcomings in the infrastructure and logistics system. At the end of the study, practical conclusions and proposals are made for the further development of small businesses in agriculture.

The study analyzes the economic, environmental and institutional aspects of renewable energy sources, identifying the strengths and weaknesses of the industry, external opportunities and possible threats. The results of the study show that green energy is strategically important in diversifying the energy sector, strengthening energy security and ensuring environmental sustainability. At the same time, scientific and practical proposals have been developed for the modernization of infrastructure, the development of energy storage technologies and the improvement of the legal base.

The study sets out the principles of Public Policy and strategic planning, infrastructural investment, digital technologies, effective use of cultural and Natural Resources, and sustainable development as the main factors for the transformation and diversification of Tourism. Scientific and practical conclusions and recommendations for improving the policy of national tourism have also been developed on the basis of foreign experience.

WAYS OF FINANCING ECOLOGICAL INNOVATIONS THROUGH TAX INSTRUMENTS

This article analyzes the incentive and resource-mobilizing potential of tax instruments in financing ecological innovations. In the context of increasing climate change and environmental pollution, the development and implementation of “green” technologies require significant volumes of sustainable financial resources. The purpose of the study is to generalize international approaches to the use of tax mechanisms for supporting and financing ecological innovations, as well as to substantiate practical proposals for priority directions under the conditions of Uzbekistan. Along with the literature review, the study conducts a descriptive analysis based on indicators for the period 2021-2024, compares the volume of atmospheric pollutant emissions across regions, and evaluates the dynamics of electricity generation at solar and wind power plants. The results indicate variability in emission levels over the years and high concentration in certain regions; at the same time, a sharp increase in renewable energy production was recorded in 2024. These findings provide a basis for improving the design of tax policy to stimulate ecological innovations, taking into account regional and sectoral characteristics.

THE IMPACT OF INTERNET TECHNOLOGIES ON MANAGEMENT AND DEVELOPMENT IN TOURISM

This paper examines the impact of Internet technologies on the development and management of the tourism industry. I took the Republic of Zimbabwe, which is located in southern Africa, as an example to reveal this topic. Zimbabwe is in the process of development, which could lead to a clash with an unstable economy and politics since 2000. Despite its rich cultural heritage, it has suffered negative experiences due to international advertising, a significant reason for the rapid spread of which is online platforms. It is accepted that information and communication technologies (ICT) are aimed at helping rapid growth, but this situation shows how they can harm the reputation of a tourist destination, which is in the stage of economic development. The study examines the main reasons for how tourism operations are changing, focusing on promotion, customer interaction and business efficiency under the influence of digital transformations. It also analyzes the significant problems for tourism enterprises when using Internet technologies, and recommends steps on how to achieve achievements and advantages over competitors using digital tools. Key topics are digital promotion tasks, distribution through social networks, the invention of online travel agencies (OTA), the use of big data and artificial intelligence (AI) and the unification of the Internet of Things (IoT) in the tourism industry. Finally, one can get acquainted with the application of the dual role of ICT in both promotion and potential instability in countries that are in the process of economic development.

THE USE OF FINANCIAL INSTRUMENTS IN FINANCING REGIONAL DEVELOPMENT: A COMPARATIVE ANALYSIS BASED ON THE EXPERIENCE OF POLAND AND TURKEY

This article analyzes the mechanisms of using financial instruments in ensuring regional development and their economic effectiveness. The study comparatively studies the models of financing regional development based on the experience of the European Union countries, in particular Poland and Turkey. The article analyzes the institutional foundations of financial instruments, revolving financing mechanisms, the activities of regional development agencies and the economic results of financing systems implemented on the basis of public-private partnerships. According to the results of the analysis, it was found that the effectiveness of financial instruments in regional development depends on their repeatability, targeting and the level of institutional coordination. Also, based on the experience of Poland and Turkey, the importance of using effective models of regional financing, in particular, revolving funds, regional development agencies and innovative financial instruments (venture funds, "green" bonds, sukuk) is substantiated. The results of the study allow us to develop practical recommendations for improving regional development financing mechanisms in Uzbekistan, increasing the economic potential of regions and stimulating investment activity.

Digital marketing has become a key factor that determines the competitiveness and growth of small enterprises across the world. Within Uzbekistan, the phenomenal adoption of digital technologies, the growth of internet penetration, and the growing popularity social media platforms, have fueled a revolutionary change in the marketing landscape. Small and medium-sized enterprises (SMEs) are also increasingly using digital tools to help them promote their products, engage with their customers and expand their market reach. This investigation examines key digital marketing approaches that are used by small businesses in Uzbekistan and assesses their effectiveness in improving business performance. Drawing upon a qualitative methodology, combining the analysis of academic publications, industry reports, digital marketing studies relevant to the Republic of Uzbekistan, the results show that social media marketing, search engine optimisation (SEO), influencer marketing and e-commerce platforms are the most widely used methods among SMEs in the Republic of Uzbekistan. Notwithstanding the ubiquitous use of digital marketing, many small enterprises face challenges related to digital literacy, financial resources, and strategic planning. The study concludes that augmentation of digital competencies, investment in analytics tools as well as development of integrated marketing strategies can play a significant role in boosting SME competitiveness in the Uzbek market.
