ASSESSING THE FACTORS AFFECTING FINANCIAL RESOURCE MANAGEMENT IN HIGHER EDUCATION INSTITUTIONS

This article examines the system of factors determining the effectiveness of financial resource management in higher education institutions. The expansion of higher education enrollment, changes in the proportion of government-funded and tuition-based financial resources, and the growing need to finance research and innovation activities require a qualitative improvement in financial management. The purpose of the study is to systematize the factors affecting the formation, allocation, and control of financial resources and to develop an integrated assessment methodology. The research applies a systems approach, comparative analysis of regulatory and legal documents, the indicator method, the Analytic Hierarchy Process (AHP), normalization techniques, and sensitivity analysis. The findings classify the influencing factors into five interrelated groups: the institutional and regulatory environment, diversification of funding sources, the quality of internal financial management, the efficiency of resource allocation, and transparency and financial risk management. Based on these groups, a Financial Resource Management Efficiency Index for higher education institutions is proposed. The index can be used to diagnose the financial sustainability and development potential of higher education institutions, identify priority expenditure areas, and improve the quality of managerial decision-making. The research findings may also be applied in developing medium-term financial plans, introducing responsibility centers for budgetary and extra-budgetary funds, and establishing internal financial monitoring systems

GENERAL CHARACTERISTICS OF FOREIGN EXPERIENCE IN FINANCIAL PLANNING IN ENTERPRISES

This article considers foreign experience as an important factor in ensuring the effectiveness and sustainable development of financial planning in enterprises. In developed countries, financial planning is carried out, first of all, in combination with market mechanisms, digital technologies and financial control systems. Efficient allocation and optimization of financial resources, the use of automated models for budgeting and forecasting, the implementation of modern risk management methods, compliance with international financial reporting standards, and ensuring financial transparency and accountability based on corporate governance principles are of great importance. At the same time, the experience of foreign enterprises shows the widespread use of innovative financing sources - venture capital, bonds, leasing and crowdfunding. The analysis of these experiences serves as an important methodological basis for Uzbek enterprises to improve the effectiveness of financial planning, strengthen competitiveness and accelerate the integration processes into world markets

THE CONCEPTUAL FRAMEWORK FOR FINANCIAL REPORTING: A COMPARATIVE ANALYSIS OF NATIONAL AND INTERNATIONAL APPROACHES

This article provides a scientific analysis of the similarities and differences between the Conceptual Framework for the Preparation and Presentation of Financial Statements adopted in the Republic of Uzbekistan in 2026 and the Conceptual Framework for Financial Reporting developed by the IFRS Foundation. The study comparatively examines the objectives of financial reporting, the qualitative characteristics of useful financial information, the definitions of assets and liabilities, and the principles of recognition, derecognition, and measurement of financial statement elements. In addition, several challenges in national practice were identified, including the application of discounted valuation methods, the determination of fair value, and the use of professional judgment. Based on the research findings, practical recommendations were developed to further improve the national accounting system

The study examines the economic essence of financial stability and its relationship with internal and external factors. The findings confirm that effective management of liabilities and cash flows, as well as the improvement of investment policy, enhance the solvency and investment attractiveness of enterprises. PROBLEMS AND SOLUTIONS OF PREPARING CONSOLIDATED FINANCIAL STATEMENTS IN UZBEKISTAN

The article analyzes the institutional, methodological, and organizational problems arising in the process of preparing consolidated financial statements (hereinafter – CFS) in accordance with the requirements of the International Financial Reporting Standards (hereinafter – IFRS). In the study, CFS is interpreted not merely as the practice of aggregating the financial statements of individual enterprises line by line, but as a broader system encompassing economic relations at the group level, mechanisms for exercising control over consolidated entities, the organization of information systems necessary for consolidation, and the establishment of an integrated group accounting policy. The article examines the main practical problems encountered in the consolidation process under the conditions of Uzbekistan, including formal approaches to the assessment of control, issues related to the application of a unified group accounting policy and the elimination of intra-group transactions, as well as insufficiently developed information databases and inadequate professional capacity of personnel. These problems are classified into five main groups (regulatory-institutional, organizational-managerial, methodological, technical, and human resource related), and based on their analysis, the author proposes a diagnostic model. Furthermore, practical recommendations have been developed regarding the determination of the consolidation perimeter, standardization of group accounting policies, modernization of information systems, and enhancement of human capital capacity. The results of the research contribute to improving the preparation of consolidated financial statements in Uzbekistan, increasing the transparency of corporate governance, and deepening the integration of reporting corporate groups into the international financial market

MEASURES TO ENSURE THE FINANCIAL STABILITY OF COMMERCIAL BANKS IN UZBEKISTAN

In recent years, the intensification of global financial instability has posed significant challenges to banking markets. In response, commercial banks have placed particular emphasis on enhancing their resilience to economic fluctuations. According to expert forecasts, activity in the global banking sector is expected to increase substantially in 2025–2026. Notably, inflation in the Eurozone in 2024 is projected to be around 2.3% instead of the previously forecast 2.7%. Financial stability, however, remains tied to moderate growth prospects. Various models typically chosen or approved by regulators are used to assess banks’ stability. Contemporary research focuses on improving existing methodologies and financial stability indicators in light of changes in the global macroeconomic environment, raising capital adequacy requirements for banks, and enhancing tools for forecasting their future performance. At the same time, the adoption of new technologies and financial instruments is accelerating banks’ digital transformation and the automation of their business processes. This article offers a comprehensive study of the means and mechanisms for ensuring the financial stability of commercial banks in Uzbekistan. Its primary objective is to analyze the state of the banking sector and identify ways to strengthen its resilience, drawing on global best practices and national specificities. To achieve this, both scientific-pedagogical methods (historical-comparative analysis, structural-logical research) and empirical approaches (statistics from regulatory documents and bank reports, expert surveys) are employed.

In today's economic conditions, especially for enterprises with large production volumes, along with net profit, the proper organization of real cash flows is one of the main factors of financial security. The study examined the dynamics of cash flow indicators, their relationship with the level of debt, profitability, and solvency. In particular, the possibilities of a real assessment of the financial condition of a joint-stock company through the efficiency of net cash flow, profitability, and solvency coefficients are revealed. Based on the results of the article, conclusions and proposals were developed, aimed at improving the mechanisms of financial management for joint-stock companies.

MECHANISMS FOR ASSESSING THE FINANCIAL PERFORMANCE OF INSOLVENT ENTERPRISES IN UZBEKISTAN AND THEIR EFFECTIVENESS

The article examines the problems of economically weak enterprises operating in Uzbekistan, as well as a comprehensive approach to restoring their financial stability and profitability. In the course of the study, a comparative evaluation of methods for analyzing the financial condition of enterprises was conducted by incorporating foreign experiences (particularly from the EU, USA, and South Korea) and local approaches. This made it possible to identify existing shortcomings in the national system. In addition, the article analyzes enterprises receiving preferential financing within the framework of state programs. It presents the volume and directions of targeted financing in sectors such as industry, energy, agriculture, tourism, and innovative industries. Special attention is given to the main tools used in assessing the financial situation of enterprises, including solvency analysis, debt ratios, recovery plans, engineering and economic expertise, and the decisions of economic courts. Both the advantages and disadvantages of these methods are discussed. Based on the analysis, the conclusion is drawn about the necessity of improving the current approaches through the implementation of digital platforms, automation of processes, and adaptation of international evaluation standards

REVENUE DIVERSIFICATION COEFFICIENT (RDC) AND FINANCIAL INDEPENDENCE IN HIGHER EDUCATION: COMPARATIVE EVIDENCE FROM 38 OECD COUNTRIES

This article empirically analyses the relationship between the Revenue Diversification Coefficient (RDC) and financial independence using official data from 38 OECD member countries. It has been established that RDC values vary significantly across countries, and that highly diversified systems weathered the 2008–2012 financial crisis with three times less financial damage. ECONOMIC MECHANISM OF FINANCING PRIVATE UNIVERSITIES: STRUCTURAL AND INSTITUTIONAL ANALYSIS AND ECONOMETRIC MODELING OF COSTS

This article considers the theoretical and methodological foundations of the formation and modernization of the economic mechanism for providing financial support to non-state higher education institutions from the perspective of a systematic approach. In the context of deep institutional changes in the educational services market in developing countries, the search for optimal models for the financial sustainability of private educational corporations is becoming increasingly important. An in-depth financial and economic analysis of the structure of gross revenues, operating expenses and consolidated net profit was conducted for six major higher education market participants in the Kashkadarya region based on verified empirical data for 2025. Using applied econometric modeling methods, the author identified and estimated the short-term cost function of the private academic sector using the classical ordinary least squares (OLS) method. A highly significant correlation was found between the total operating costs and the scale of gross income of educational institutions R^2 = $0.95, p<0.001, which indicates the absence of clear economies of scale at the current stage of market institutionalization due to strict institutional constraints and market institutionalization. Conceptual frameworks for reforming the economic mechanism at the macro and meso levels are proposed, including public-private partnerships, tax subsidies, and diversification of financial flows

AUDIT STANDARDIZATION IN ISLAMIC FINANCE: A COMPARATIVE ANALYSIS OF AAOIFI AND IAASB FRAMEWORKS

The global Islamic finance industry, now exceeding USD 4.5 trillion in assets, operates under a distinct audit governance framework that remains underexplored in comparative regulatory scholarship. This study examines the trajectory of audit standardization within Islamic financial institutions (IFIs), focusing on the standards issued by the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) against the backdrop of the International Auditing and Assurance Standards Board (IAASB) of the International Federation of Accountants (IFAC). Drawing on documentary analysis, regulatory review, and a structured comparative methodology, the paper critically evaluates the current AAOIFI Auditing Standards for Islamic Financial Institutions (ASIFIs) alongside the proposed draft Standard on Auditing (SOA) 1 "Fundamentals of Auditing." Key findings reveal significant structural gaps in the AAOIFI framework, including the absence of a conceptual assurance framework analogous to the IAASB's International Framework for Assurance Engagements, outdated standards that have remained unchanged for over two decades, and an overly consolidated draft standard that risks impeding practitioner comprehension. The study proposes a set of actionable recommendations for AAOIFI reform, including the development of a standalone "AAOIFI Concept for Assurance Engagements," the urgent revision of ASIFI 1–3 and ASIFI 5, and the adoption of IAASB structural conventions. The findings carry particular relevance for jurisdictions actively developing Islamic finance regulatory environments, including Russia, Malaysia, Bahrain, and the Gulf Cooperation Council (GCC) states

ENERGY DYNAMICS AND ECONOMIC GROWTH IN CENTRAL ASIAN TRANSITION ECONOMIES: A PANEL DATA ANALYSIS (1990–2024)

This study examines the determinants of economic growth across five Central Asian transition economies; Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan; over the period 1990–2024, with particular focus on the role of energy consumption. Using a panel dataset of 170 observations drawn from World Bank indicators, the analysis integrates energy consumption, financial development, industrialization, and trade openness into a unified panel data framework. Given a non-standard Hausman test result stemming from high intra-class correlation, the fixed-effects model is adopted as the preferred specification on theoretical grounds, with random-effects estimates reported for comparative transparency. The fixed-effects results reveal that financial development is the strongest and most consistent driver of within-country GDP per capita growth, followed by industrialization measured by manufacturing value-added. Energy consumption exerts a significant positive effect, consistent with the growth hypothesis of the energy-growth nexus, though its modest coefficient suggests diminishing returns within countries over time. Trade openness, by contrast, is negatively associated with GDP per capita, reflecting the adverse consequences of poorly sequenced liberalization in economies with limited institutional capacity and export diversification. These findings contribute original empirical evidence on the energy-growth nexus in the post-Soviet Central Asian context, offering policy-relevant insights for financial sector deepening, industrial upgrading, energy efficiency investment, and strategic trade integration across the region
