In Uzbekistan, enhancing the role of independent (objective) rating agencies in the development of the valuation services market is a key factor for economic transparency, attracting investment, and improving the global competitiveness of businesses. This article examines the legislative efforts in the field of valuation in the Republic of Uzbekistan, the critical issues in ensuring the independence of rating agencies, the need to align with international standards (such as RICS, REV), and the effectiveness of the valuation systems in the practice of the State Asset Management Agency. The introduction of new valuation criteria (based on KPIs) and the importance of the rating system in regional socio-economic development are also discussed. Based on the research results, it is proposed to enhance the efficiency of independent valuations through staff training, the development of electronic information platforms (EIRAP), and the utilization of international best practices.

ECONOMIC MECHANISM OF FINANCING PRIVATE UNIVERSITIES: STRUCTURAL AND INSTITUTIONAL ANALYSIS AND ECONOMETRIC MODELING OF COSTS

This article considers the theoretical and methodological foundations of the formation and modernization of the economic mechanism for providing financial support to non-state higher education institutions from the perspective of a systematic approach. In the context of deep institutional changes in the educational services market in developing countries, the search for optimal models for the financial sustainability of private educational corporations is becoming increasingly important. An in-depth financial and economic analysis of the structure of gross revenues, operating expenses and consolidated net profit was conducted for six major higher education market participants in the Kashkadarya region based on verified empirical data for 2025. Using applied econometric modeling methods, the author identified and estimated the short-term cost function of the private academic sector using the classical ordinary least squares (OLS) method. A highly significant correlation was found between the total operating costs and the scale of gross income of educational institutions R^2 = $0.95, p<0.001, which indicates the absence of clear economies of scale at the current stage of market institutionalization due to strict institutional constraints and market institutionalization. Conceptual frameworks for reforming the economic mechanism at the macro and meso levels are proposed, including public-private partnerships, tax subsidies, and diversification of financial flows

FORMATION OF INTER-SYSTEM COMPETITION IN UZBEKISTAN’S FINANCIAL MARKET AND PROSPECTS FOR THE DEVELOPMENT OF A DUALISTIC FINANCIAL MODEL

The aim of this study is to analyse the formation of instrument-level, institutional, sectoral, and system-level competition in Uzbekistan’s financial market through the introduction of a dualistic financial system. Using a qualitative research approach, the study examines the institutional, legal, and economic implications of the dualistic model and explores its potential for enhancing competition. The findings indicate that the financial market remains insufficiently diversified, with financing sources relying predominantly on the banking sector. The study also identifies that the dualistic financial system may generate a new form of competition inter-system competition thereby improving efficiency within the financial services segment and contributing to market diversification. The research substantiates the institutional prerequisites, infrastructural requirements, and priority directions necessary for the implementation and sustainable development of this system

TYPES AND FORMS OF ORGANIZING ISLAMIC BANKING SERVICES

This article provides a theoretical comparative analysis of the three main models for providing Islamic financial services in commercial banks - Islamic windows, Islamic subsidiary banks, and full Islamic banks. The analysis is carried out through four fundamental economic concepts: the theory of entry costs, the theory of transaction costs, the resource-based approach, and institutional theory. The article also provides a detailed explanation of the main financial services provided by Islamic banks - murabaha, mudaraba, musharaka, ijara, istisna, and salam - along with their contractual mechanisms. The results of the study show that in countries such as Uzbekistan, where the Islamic finance market is still in its infancy, the Islamic window model has a strategic advantage and importance in terms of low entry costs, efficient use of existing infrastructure, and dynamic flexibility

This article is aimed at studying the introduction of the “Open banking” business model into the financial sector of Uzbekistan as one of the strategic mechanisms ensuring the digital transformation of the economy. This model allows for the development of innovations, increased competition in the banking services market, and improved the quality of financial services provided to the population. The concept of “Open Banking” was studied with an emphasis on world practice and the experience of Great Britain, and the activities of banks operating in an open system were analyzed. Also, issues such as creating a reliable regulatory framework, strengthening security and confidentiality measures, and developing cooperation between banks, fintech companies, and regulators were studied.
