This article examines the economic essence of digital governance in joint-stock companies, with a particular focus on banks operating under conditions of institutional and technological transformation. The study argues that digital governance should not be reduced to automation or IT adoption, but should be interpreted as a data-driven management system influencing decision quality, risk management, compliance, and financial stability. Using a systematic and comparative approach, the limitations of macro-level indices such as DESI and EGDI are identified in assessing corporate governance effectiveness. To address this gap, the paper proposes an integrated author’s indicator system and an integral evaluation model linking digital governance maturity with economic and risk-related outcomes. The findings provide a methodological basis for empirical analysis and practical application in banking governance
The paper examines the economic essence and theoretical evolution of digital governance in joint-stock companies, with a focus on joint-stock banks, under transformation. Various definitions of corporate governance provided by scholars are compared, highlighting its key dimensions such as financial relations, strategy and control, effective use of resources, sustainable development, and adaptation to the requirements of the digital economy. Furthermore, a Corporate Governance Efficiency Index (CGEI) is proposed as a reliable theoretical and practical tool for determining the degree of companies’ adaptation to the demands of the digital economy
In recent years, as a result of the wide implementation of digital technologies in the public administration system of Uzbekistan, the e-government infrastructure has been gradually formed. The purpose of the research is to identify the efficiency factors of digital transformation in public services and to assess its economic and organizational impact. The methodology employs systematic, comparative, and trend analysis approaches based on open data from 2017-2024 to analyze Uzbekistan’s digital development indicators. The results show that while the expansion of electronic services has increased transparency and convenience of governance, digital inequality across regions and the shortage of qualified personnel continue to limit overall efficiency. Based on the experiences of Korea, Denmark, and Finland, the study recommends innovative governance approaches suitable for Uzbekistan
This article scientifically analyzes the issues of forming and improving the internal control system at enterprises in the context of the digital economy. The study highlights the role of the internal control system in corporate governance, its significance in risk management, and its impact on financial stability. As a result of the introduction of digital technologies, it is substantiated that the internal control system will transform from a traditional inspection mechanism into a proactive, real-time management tool. The need to automate the internal control system, integrate it with information systems, and apply a risk-oriented approach is also indicated. This article analyzes the “Business Entity Stability Rating” system implemented in Uzbekistan as part of efforts to enhance digital fiscal governance. The evaluation process is based on automated algorithms that assess legal entities through indicators such as tax discipline, financial transparency, documentation accuracy, and social responsibility. The study examines the correlation between rating indicators and actual economic performance, highlights sectoral and regional disparities, and explores methodological differences with the “CRM-NEW” monitoring system. Using the Kruskal–Wallis H test, a statistically significant relationship is identified between rating categories and tax risk levels, supporting the reliability of the assessment framework. The paper concludes with conceptual and practical recommendations for improving the rating mechanism.
The rapid advancement of innovative technologies is providing opportunities to organize the processes of training, retraining, and upskilling personnel with novel approaches. Artificial intelligence (AI), considered one of the most effective technologies of the Fourth Industrial Revolution, is fundamentally transforming educational management practices. Particularly, such technologies enable personalized learning tailored to individual needs, offering solutions that meet learners’ requirements on an individual basis. This article analyzes the advanced experiences of foreign countries in continuously developing managerial competencies through adaptive, mass, and electronic education systems, including the use of AI technologies. The research findings highlight the need for digital transformation in the process of developing competencies of managerial personnel working in public service in the Republic of Uzbekistan. It discusses the integration of AI tools into this system, the potential for digital governance, and its economic efficiencies.

This paper proposes a four-dimensional risk index model for designing internal audit programs in the public sector. The model integrates legal, financial, resource, and organizational risks to provide a comprehensive framework for risk-based audit planning. Through simulation involving hypothetical departments, the study demonstrates that aggregate risk scores can mask the diversity and specificity of underlying risk categories. By decomposing audit risk into distinct dimensions, the model enhances audit targeting, supports transparent decision-making, and aligns with international internal audit standards. It also proves particularly useful in environments with limited data availability. The model’s adaptability and clarity make it suitable for both manual and automated audit planning processes. While future enhancements could include dynamic weighting and digital integration, the model as presented already offers a robust and practical approach to prioritizing internal audit activities and improving public sector governance outcomes.
This article provides an in-depth analysis of the institutional-fiscal transformation of Special Economic Zones (SEZs) and their strategic role in innovative development. Drawing on both global and national experience, it examines the theoretical foundations of SEZs, tax and customs preferences, cluster-based economic models, digital infrastructure, and the integration of green technologies. The study explores the genesis of SEZ development, their central role in economic liberalization policies, and their position within international integration processes. It highlights that beyond tax incentives, key determinants of SEZ effectiveness include transparent governance, institutional coherence, the formation of innovative production clusters, and the development of skilled human capital. Ultimately, SEZs are positioned not only as tools for attracting investment but also as drivers of technological independence, economic sovereignty, and enhanced global competitiveness.

This article considers foreign experience as an important factor in ensuring the effectiveness and sustainable development of financial planning in enterprises. In developed countries, financial planning is carried out, first of all, in combination with market mechanisms, digital technologies and financial control systems. Efficient allocation and optimization of financial resources, the use of automated models for budgeting and forecasting, the implementation of modern risk management methods, compliance with international financial reporting standards, and ensuring financial transparency and accountability based on corporate governance principles are of great importance. At the same time, the experience of foreign enterprises shows the widespread use of innovative financing sources - venture capital, bonds, leasing and crowdfunding. The analysis of these experiences serves as an important methodological basis for Uzbek enterprises to improve the effectiveness of financial planning, strengthen competitiveness and accelerate the integration processes into world markets
The article considers new elements of regional development strategy with a focus on institutional and methodological aspects of planning socio-economic progress. Special attention is paid to the role of public participation in the processes of development and implementation of strategic documents, including such mechanisms as public hearings, expert consultations, focus groups, digital platforms of e-governance and, in particular, civic budgeting. The author analyzes both theoretical foundations and practical examples of the introduction of such tools in international practice (Brazil, Spain, France, China) and the prerequisites for their application in the Republic of Belarus. The author presents the key directions for improving the system of strategic planning at the regional level: legal framework, institutional infrastructure, approval procedures, monitoring and evaluation, as well as identifies the existing institutional barriers. It is demonstrated that strengthening the role of civil society and introduction of mechanisms for direct participation of the population in the distribution of budgetary resources contribute to increasing the transparency of public decisions, strengthening trust in the authorities and more accurately reflecting the interests of the local population. The conclusion is that it is necessary to integrate new approaches into the current system of state planning to ensure sustainable and balanced of regional development.
