This article provides a comprehensive analysis of ways to increase the efficiency of the resource base of commercial banks, its economic significance in ensuring the stability of banking activities, and its role in enhancing the efficient use of financial resources. The study examines the structural composition of the bank resource base and its importance in liquidity management, expansion of lending capacity, and minimization of financial risks from both theoretical and practical perspectives. Particular attention is paid to improving mechanisms for attracting idle funds of households and business entities to the bank resource base, diversifying deposit and non-deposit funding sources, optimizing the cost of resources, and increasing the competitiveness of banks. The research findings contribute to identifying opportunities to strengthen the financial stability of the banking system and support economic development through improving the efficiency of the resource base of commercial banks

The study compares the experience of banks in Singapore, the United Kingdom, and South Korea with the current practice in Uzbekistan. This study investigates the relationship between ESG disclosure quality and international competitiveness among commercial banks in Central Asia, benchmarked against a matched sample of European Union (EU) institutions. Using a mixed-methods approach –including content analysis of sustainability reports (2018–2024), a novel ESG Disclosure Quality Index (EDQI), and panel regressions on 495 bank-year observations – we find that Central Asian banks exhibit significantly lower ESG transparency across environmental, social, and governance dimensions compared to EU peers. Crucially, higher-quality ESG disclosure is robustly associated with greater foreign investment inflows, increased likelihood of Eurobond issuance, higher foreign ownership, and improved credit ratings – even after controlling for bank fundamentals and institutional quality. Notably, the marginal benefit of ESG transparency is significantly stronger in Central Asia than in the EU, suggesting that credible disclosure serves as a critical signaling mechanism in emerging markets where such information is scarce. These findings support the strategic adoption of global ESG reporting standards (e.g., ISSB, TCFD) by Central Asian regulators and banks to enhance financial integration and investor confidence.

This article discusses the issue of limited ability to offer personalized services to clients in commercial banks of Uzbekistan due to insufficient analysis of their needs, financial status, and behavior. Banks offer standard services to clients, while personalized services are less widespread, which hinders customer attraction. The CRM system has not been fully implemented, and bank employees' skills in digital services are insufficient. The customer segmentation process is an effective tool for solving these problems and helps provide personalized services to clients. Segmentation helps banks improve services, increase competitiveness, and establish long-term relationships with clients.

Furthermore, the future prospects of Uzbekistan's commercial banks in the context of global competition are analyzed, with measures proposed for strengthening the financial stability of the country's banking system.

The study examines capital adequacy ratios within the banking system, risk management mechanisms, and the institutional foundations for ensuring the financial stability of banks. Based on international financial standards, particularly the Basel III framework, the relationship between bank capital and competitiveness is analyzed. The results of the study demonstrate that maintaining financial stability in banks is a crucial factor in strengthening the competitive environment within the financial market.

This article theoretically argues that digital transformation is a strategic necessity for banks to remain competitive with fintech companies as a result of rapid technological advancements in digital transformation. In addition, the theoretical foundations of digital transformation in retail banking are critically examined, and the main principles of diffusion of innovation theory, resource-based view (RBV), institutional theory, service-oriented logic (SDL), technology adoption models, and dynamic capabilities are extensively analyzed. It is argued that digital transformation is not just about implementing digital tools, but also about creating value, delivering services, working with customers, improving efficiency, and increasing interbank competitiveness. By analyzing a large body of scientific literature, the study identifies gaps in existing theoretical frameworks and attempts to identify how banks can adapt to the digital economy, increase investment in innovation, and become digitally mature. Such analyses contribute to the field both scientifically and practically by offering comprehensive development models to understand the systemic and multidimensional dynamics of digital transformation in retail banking.

The study examines the relationship between the requirements of the labor market in the modern economic environment, the efficiency of the higher education system, the level of professional and practical competencies, digital skills, employers' requirements for personnel and state employment policy. The Ministry of Employment and Labor Relations of the Republic of Uzbekistan and the State Statistics Committee, reports of international organizations (ILO, OECD, World Bank) and the results of a survey among 300 graduates of higher educational institutions. The article argues that, along with theoretical knowledge, practical training, flexibility, initiative and the ability to work with modern technologies are important factors in increasing the competitiveness of competent specialists. The relative weighting of the factors affecting employment was quantified using correlation and regression analysis. The article concludes with scientific and practical conclusions and proposals aimed at increasing the share of qualified personnel in the labor market, expanding the employability of graduates and strengthening the integration of education with practice

This article provides an in-depth analysis of the institutional-fiscal transformation of Special Economic Zones (SEZs) and their strategic role in innovative development. Drawing on both global and national experience, it examines the theoretical foundations of SEZs, tax and customs preferences, cluster-based economic models, digital infrastructure, and the integration of green technologies. The study explores the genesis of SEZ development, their central role in economic liberalization policies, and their position within international integration processes. It highlights that beyond tax incentives, key determinants of SEZ effectiveness include transparent governance, institutional coherence, the formation of innovative production clusters, and the development of skilled human capital. Ultimately, SEZs are positioned not only as tools for attracting investment but also as drivers of technological independence, economic sovereignty, and enhanced global competitiveness.
The article discusses the problems related to the main areas of effective management of the loan portfolio of commercial banks, as well as improving the management of the loan portfolio of commercial banks, and has developed proposals to address them. In order to solve the above-mentioned problems, in our opinion, it is advisable to implement the following measures: planning, rational management, as well as the use of loan portfolios and loan investments helps to increase competitiveness and reduce the credit risk of commercial banks.
