PROSPECTS FOR DEVELOPING UZBEKISTAN'S RELATIONS WITH INTERNATIONAL FINANCIAL ORGANIZATIONS

Our article discusses the importance of international financial organizations and their role in economic development, as well as an analysis of Uzbekistan's current financial relations with international financial organizations and the prospects for expanding cooperation between them. The main areas of cooperation are analyzed using the example of the International Monetary Fund (IMF) and the World Bank.


After gaining independence, Uzbekistan established active relations with international financial institutions. In particular, it has implemented a number of major projects in the fields of agriculture, transport, healthcare, education, infrastructure, energy, and construction. In recent years, reforms aimed at liberalizing the economy and increasing investment attractiveness have led to further expansion of cooperation. The article highlights Uzbekistan's promising projects with these organizations aimed at sustainable development, green economy, inclusive economy, poverty reduction, employment generation, and creation of modern infrastructure through long-term strategies. As a result of this cooperation, it is envisaged that our country will strengthen its integration into the global economy.

Additionally, it explores the developmental stages of this integration bloc, shedding light on the underlying causes of its transformations. The article examines the specifics and effectiveness of applying integration mechanisms in sensitive areas of bilateral cooperation between the Russian Federation and the Republic of Uzbekistan. The focus is placed on analyzing those areas of interaction that require a special approach to regulation and alignment of interests, including trade and economic relations, the energy sector, and migration. An assessment of the existing integration instruments is carried out, and institutional and organizational barriers limiting their effectiveness are identified. Particular attention is given to the potential for further deepening cooperation within the framework of Eurasian integration processes and the search for optimal models of interaction that contribute to the growth of mutual economic benefits. The findings and recommendations obtained may be used in shaping strategies for the development of Russian-Uzbek relations and improving integration policies in the region.

Based on these findings, the study proposes a new integrative framework for the Central Asian states—the Silk Road Student Mobility Program. The model merges a digital platform, an integration network and financial instruments to create a unified regional ecosystem for student mobility. The paper offers science‑based, practical recommendations aimed at boosting the economic contribution of student tourism and deepening regional integration across Central Asia.

THE IMPACT OF DIGITALIZATION ON TOURISM EDUCATION: ENHANCING WORKFORCE COMPETENCIES FOR THE DIGITAL AGE

A quantitative methodology was employed, utilizing an online survey distributed to 62 respondents, including students, teachers, and professionals in tourism, to gather insights on digital skills and educational adaptations in the sector. The findings reveal that digitalization has significantly transformed tourism education, with respondents emphasizing the importance of digital tools, AI, and personalized services.


The originality of this study lies in its exploration of emerging digital competencies required in the tourism workforce and its contribution to understanding how educational institutions can adapt to the evolving digital demands. It highlights the need for continuous skill development, digital literacy, and the integration of advanced technologies in tourism education to ensure competitiveness in the modern industry.

RECOMMENDATIONS ON THE POLICY OF UZBEKISTAN'S PARTICIPATION IN TRADE AGREEMENTS

The article analyzes the economic foundations of Uzbekistan's integration into the international trading system, in particular, the policy of participation in the World Trade Organization. The study reveals the impact of trade agreements on exports, investments and competitiveness. The importance of inclusiveness, institutional coordination and stakeholder participation in the formation of trade policy based on international and regional experience is highlighted. The empirical analysis is carried out using a panel regression model based on data for Uzbekistan, Kazakhstan and Kyrgyzstan for 2000–2024. The results show that WTO membership increases GDP by an average of 17%. It is also found that WTO membership improves the investment climate, increases export diversification and accelerates institutional reforms. According to the forecast analysis, by 2030, Uzbekistan's GDP could reach 245 billion US dollars under WTO membership. The article also focuses on the potential social and cross-sectoral risks of trade liberalization and provides practical recommendations for a balanced trade policy.

INCREASING THE ATTRACTIVENESS OF POPULATION DEPOSITS IN COMMERCIAL BANKS OF THE REPUBLIC OF UZBEKISTAN

The results of a study aimed at increasing the attractiveness of population deposits in the Republic of Uzbekistan, strengthening confidence in the banking system and protecting the rights of depositors are presented. The study provides an in-depth analysis of the activities of commercial banks, the legislative framework and international experience. Based on international experience, the deposit guarantee system in countries such as Germany, Singapore and South Korea was compared in accordance with the conditions of Uzbekistan. It was noted that accelerated digitalization processes and automated return systems are of decisive importance in increasing depositors' confidence in the banking system. Based on the results of the study, recommendations were developed such as reducing the deposit repayment period, expanding digital services, increasing the guaranteed limit and developing marketing strategies. These measures create a basis for increasing the stability of the banking system of Uzbekistan and accelerating the process of integration with international financial markets.

In the context of Uzbekistan, where the tourism sector is rapidly expanding, the integration of inclusivity principles into MICE tourism represents both a strategic necessity and an innovative approach. Inclusivity is understood as ensuring equal access and participation for all social groups, regardless of gender, age, physical ability, or regional background. This implies the creation of barrier-free infrastructure, accessible conference and exhibition facilities, the use of sign language interpretation, and the promotion of gender equality and youth engagement. The research emphasizes that inclusivity in MICE tourism not only broadens participation and strengthens social cohesion but also increases the competitiveness of Uzbekistan’s tourism market at the international level.

ENSURING FINANCIAL STABILITY IN AGRICULTURAL FINANCING THROUGH THE INTEGRATION OF BUDGETARY, INSURANCE AND BANKING MECHANISMS

This article examines how financial stability in agriculture can be enhanced through the integration of budgetary, insurance and banking mechanisms of agricultural financing. The main purpose of the study is to assess the synergistic effect of combining government budget support, agricultural insurance and commercial bank lending in the context of Uzbekistan’s rural sector. The methodological framework includes a literature review, correlation and regression analysis, an insurance pricing model, credit risk analysis and the assessment of a farm capitalization index. The empirical database is built using statistics from international organizations such as the IMF, FAO, World Bank and OECD, as well as official data from Uzbekistan. The results show that higher public agricultural expenditure reduces the volatility of agricultural growth, expanded insurance coverage improves farmers’ access to credit, and insured loans exhibit significantly lower default probabilities. The relatively low farm capitalization index indicates that Uzbekistan’s agricultural sector is undercapitalized and constrained in terms of long-term investments. The authors argue that the integrated use of budgetary support, insurance schemes and bank lending should be viewed as a strategic direction for strengthening financial stability in agriculture and propose practical policy recommendations for agricultural and financial authorities.

THEORETICAL MODELS OF DIGITALIZATION IN INSTITUTIONAL DEVELOPMENT

This article analyzes the theoretical models of digitalization in institutional development and their relevance to the financial system. Based on scholarly sources and international experience, it is demonstrated that digital technologies enhance transparency, ensure accountability, reduce transaction costs, and increase economic efficiency in the relations between the state and the private sector. The Technology Acceptance Model, the Diffusion of Innovations Theory, and Institutional Theory are examined as the main approaches to implementing digital solutions. The study also highlights national-level challenges, including insufficient digital infrastructure integration, weak incentive mechanisms for small and medium-sized enterprises, and cybersecurity risks. According to the author’s conclusions, aligning digital technologies with institutional reforms and international standards is a key factor in strengthening the stability of Uzbekistan’s financial system and building public trust.
