The study of foreign strategic approaches to optimizing the agrocluster system is important in ensuring sustainable development through the integration of agriculture and industry. This article analyzes the best practices of various countries in the formation and development of the agrocluster model. In particular, the strategic approaches of countries such as the United States, the European Union, China and South Korea, such as state policy, methods of attracting investment, the introduction of innovative technologies and the integration of agroclusters with the global market, are studied. The results of the study are aimed at analyzing the possibilities of using international experience in the development of the agrocluster system and proposing a model adapted to local conditions.

The article considers new elements of regional development strategy with a focus on institutional and methodological aspects of planning socio-economic progress. Special attention is paid to the role of public participation in the processes of development and implementation of strategic documents, including such mechanisms as public hearings, expert consultations, focus groups, digital platforms of e-governance and, in particular, civic budgeting. The author analyzes both theoretical foundations and practical examples of the introduction of such tools in international practice (Brazil, Spain, France, China) and the prerequisites for their application in the Republic of Belarus. The author presents the key directions for improving the system of strategic planning at the regional level: legal framework, institutional infrastructure, approval procedures, monitoring and evaluation, as well as identifies the existing institutional barriers. It is demonstrated that strengthening the role of civil society and introduction of mechanisms for direct participation of the population in the distribution of budgetary resources contribute to increasing the transparency of public decisions, strengthening trust in the authorities and more accurately reflecting the interests of the local population. The conclusion is that it is necessary to integrate new approaches into the current system of state planning to ensure sustainable and balanced of regional development.
In this article, the theoretical and methodological foundations of managing the diversification of types of tourism are analyzed in a comprehensive way. The study scientifically substantiates the economic content of the concept of diversification, its role and strategic importance in the tourism system. The need to manage tourism based on the principles of systematic, strategic and sustainable development is emphasized. During the study, a conceptual model for managing the diversification of tourism types was proposed, which includes the stages of assessing resource potential, market segmentation, the formation of a tourism product portfolio, the improvement of institutional mechanisms and the implementation of a monitoring system. The formation of an effective competitive environment in regional consumer goods markets is a key condition for sustainable economic growth, consumer welfare and innovation-driven development. This study discusses the fundamentals, structural variables and strategic mechanisms of economic modernization and market liberalization affecting the competitiveness of regional consumer goods markets. Using a combination of comparative analysis, econometric modeling and empirical research in selected regions, the study identifies key factors such as market concentration ratios, entry barriers, institutional support mechanisms and consumer demand dynamics that determine the intensity of competition. Empirical results show that regions with diversified production structures, high levels of small and medium-sized enterprise (SME) activity and strong institutional arrangements have higher market efficiency and consumer satisfaction. In addition, the study highlighted the importance of digital transformation, innovation ecosystems and public-private partnerships as strategic levers for building competitive advantages in the consumer goods sector

The research indicates how an increase in cultural awareness and purchasing power of the population, coupled with a growing number of foreign tourists, has created favorable conditions for the development of gastronomic tourism. Utilizing qualitative and quantitative research like sociological surveys and economic analysis, the study concludes that food culture traditions, human capital, and new technology are key drivers of competitiveness in the tourism business. Restaurant businesses are increasingly inclined to be both service enterprises and cultural ambassadors, thereby enhancing the destination's reputation. The study concludes that with focused investment and innovative development, Uzbekistan can become one of the globe's leading gastronomic tourism centers along the Silk Road.
The article examines the scientific foundations for assessing territorial development potential and formulating sustainable development strategies. The concept of “territorial potential” is interpreted as an integrated system of natural, economic, demographic, infrastructural, and institutional components whose interaction determines the long-term sustainable growth of regions. The dynamic nature of territorial potential and the need for its continuous monitoring and reassessment within strategic governance are substantiated. Based on the analysis of interregional disparities, structural economic transformations, investment flows, and sectoral diversification, the study highlights the importance of a differentiated approach to regional development strategies. The findings confirm that a comprehensive assessment of territorial potential provides a methodological basis for defining strategic priorities, allocating resources efficiently, and ensuring balanced sustainable regional development.

This article examines how Strategic Public Procurement (SPP) can be used to stimulate the green economy, focusing on both global practices and the specific context of Uzbekistan. Internationally, SPP has proven effective in driving sustainable innovation and reducing environmental impacts. The study analyzes best practices from the EU, OECD, and UN frameworks, and contrasts them with Uzbekistan’s current procurement system. Despite progress in green policy, Uzbekistan’s use of SPP remains limited. This paper identifies key gaps and proposes actionable reforms to align procurement with green development goals, offering a pathway to sustainable economic growth. Effective implementation of SPP in Uzbekistan could catalyze environmental innovation, support green SMEs, and reinforce the country’s commitments under the Sustainable Development Goals (SDGs). The research emphasizes the need for legal reforms, capacity building, and financial incentives to enable this transition.

International university rankings have become strong tools of governance that impact strategic institutional policies and higher education reforms on the global front. In the case of emerging systems like Uzbekistan, rankings are a challenge as well as a chance to be recognized in the world. This paper presents the response of universities in Uzbekistan to the ranking pressures based on interviews with administrators of a public, private, and international branch campus university, and review of national policy documents. The results leave a very clear picture of contrasts between the private and international universities: international branding, autonomy in decision-making, and research incentives are indicators of structured approaches to ranking whereas bureaucratic rigidity, lack of autonomy, and inadequate allocation of resources characterize universities in public. The more important determinant of competitiveness turns out to be governance capacity, not ambition. The paper concludes that to achieve sustainable progress in rankings, reforms to governance are needed that increase autonomy, accountability, and institutional capacity and integrate rankings into larger education, research, and development missions.
