The views and opinions of research scientists on the organization of investment activities of agricultural enterprises are discussed. Based on the approach of systematic analysis, proposals are put forward that the formation of a system of financial support for investment activities is based on the mutual harmony and integrity of financial, investment and production and commercial activities. The article systematizes the objects and incentive factors of investment activities of agricultural enterprises. Also, a model of the investment activity cycle associated with the production and use of agricultural products, that is, the economic objects of investment, is proposed.

PPP plays a special role in economic growth in the regions, the construction of modern infrastructure, improving the quality of services provided to the population, and improving the investment climate. The study examined the effectiveness of PPP projects and the socio-economic results achieved through them using the example of Kashkadarya region. As a result of statistical data, analysis of regulatory legal acts, and analysis conducted using the comparative method, it was established that cooperation based on PPP serves the widespread introduction of innovative and financial solutions in regional development. At the end of the article, relevant scientific and practical recommendations for improving these mechanisms are given.

DEVELOPMENT OF THE VENTURE CAPITAL ECOSYSTEM IN UZBEKISTAN: SOURCES, PROBLEMS AND PROSPECTS

This paper examines the emergence and development of the venture capital (VC) ecosystem in Uzbekistan, a transition economy in Central Asia striving to foster innovation and high-growth entrepreneurship. Drawing on theoretical frameworks related to innovation finance and entrepreneurial ecosystems, the study explores the current landscape of VC activity in Uzbekistan, identifies key structural challenges such as limited exit opportunities, low financial literacy, commercialization barriers, and legal-regulatory gaps and assesses the effectiveness of recent policy initiatives. The analysis integrates insights from the 2024 KPMG report on Central Asia and supplements it with comparative lessons from international case studies, including Israel’s Yozma program, Singapore’s co-investment incentives, and South Korea’s fund-of-funds model. The paper proposes a set of phased policy recommendations to strengthen the VC ecosystem, including legal reforms, investor tax incentives, co-investment mechanisms, and capacity-building initiatives. The findings suggest that while Uzbekistan’s VC sector is still nascent, targeted policy interventions can accelerate its evolution into a robust, globally integrated driver of innovation-led economic growth.

METHODOLOGY FOR IDENTIFYING INEFFICIENT SAVINGS IN UZBEKISTAN

This article proposes a methodology for determining and analyzing the volume and value of “non-working” savings of the population of Uzbekistan, that is, investments and reserves in monetary and non-monetary form, not attracted to the official economy as investments. The methodology takes into account the specifics of the economy, in particular, the high level of influence of the US dollar on the domestic market, the high share of the shadow economy, and the low level of development of investment companies. This study proposes a multi-stage approach, in particular a multi-stage approach that combines macroeconomic balance methods, household microdata, behavioural models of cash demand, and a Bayesian structural module for resource integration. Data sources, validation processes, distribution by region, and implementation algorithm are described.

From a theoretical standpoint, the economic and social effectiveness of innovation is explained based on Schumpeter’s concept of “creative destruction,” Rogers’ “diffusion of innovations” model, the Service-Dominant Logic framework, and institutional approaches.

A comparative analysis of five countries in the region (Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, and Turkmenistan) was conducted, including quantitative indicators such as the number of digital projects, coverage of e-Visa, visa-free regimes, and tourism investments. The findings show that the adoption of technologies helps to overcome barriers related to infrastructure, human resources, and financing, while also creating new opportunities for the sustainable development of rural areas.

The study builds a diagnostic model based on indicators such as liquidity, solvency, financial stability, operating profitability, and return on assets. To evaluate bankruptcy risk, the author recommends using an interlinked trio of the pro forma balance sheet, cash-flow budget, and budgeted income statement, alongside a review of pricing and partnership arrangements, cost optimization, and reconfiguration of current assets by turnover speed and recoverability. The findings provide a methodological basis for promptly initiating financial rehabilitation in distressed firms and achieving long-term competitiveness.

The article develops a system of key indicators of the financial and economic performance of trade enterprises. During the research process, definitions of the concepts of revenue and retail turnover were formulated. The indicators of retail turnover of trade enterprises were analyzed, and the factors affecting them were examined. The procedure for determining the cost of goods sold in trade enterprises was studied, definitions provided by economists for the economic category of “distribution costs” were reviewed, and proposals for improvement were offered. Recommendations were made for enhancing the methodology for accounting distribution costs related to the procurement of goods in trade enterprises, selling expenses, as well as for improving the analysis of the level of selling costs and their structure.
