MODERN METHODOLOGIES FOR ASSESSING THE EFFECTIVENESS OF PUBLIC FINANCIAL POLICY

The article examines the issues of improving the methodological foundations for assessing the effectiveness of fiscal policy and their application in the practice of Uzbekistan. In particular, the theoretical foundations of evaluating fiscal policy as well as the possibilities of using traditional and modern methods in determining its effectiveness are analyzed. Specifically, the study considers the composite index of effectiveness based on macroeconomic indicators (MSSI – Macroeconomic Stability and Sustainability Index), the sectoral cost–effectiveness evaluation model (DEA – Data Envelopment Analysis), the elasticity method for assessing the impact of tax policy on GDP, behavioral models based on the Laffer curve, and the performance-based assessment of social expenditure efficiency (PBB – Performance-Based Budgeting). Using Uzbekistan as a case study, these methodological approaches were applied and analyzed, which made it possible to identify the strengths and weaknesses of fiscal policy and to outline prospective directions for its improvement.

STIMULATING THE GREEN ECONOMY THROUGH STRATEGIC PUBLIC PROCUREMENT

This article examines how Strategic Public Procurement (SPP) can be used to stimulate the green economy, focusing on both global practices and the specific context of Uzbekistan. Internationally, SPP has proven effective in driving sustainable innovation and reducing environmental impacts. The study analyzes best practices from the EU, OECD, and UN frameworks, and contrasts them with Uzbekistan’s current procurement system. Despite progress in green policy, Uzbekistan’s use of SPP remains limited. This paper identifies key gaps and proposes actionable reforms to align procurement with green development goals, offering a pathway to sustainable economic growth. Effective implementation of SPP in Uzbekistan could catalyze environmental innovation, support green SMEs, and reinforce the country’s commitments under the Sustainable Development Goals (SDGs). The research emphasizes the need for legal reforms, capacity building, and financial incentives to enable this transition.

INSTITUTIONAL SPECIFICS OF FINANCIAL ACCOUNTABILITY AND TRANSPARENCY

The article explores the theoretical and practical aspects of the institutional characteristics of financial accountability and transparency. It examines the reforms implemented in Uzbekistan aimed at modernizing the public financial management system, enhancing budget process openness, and gradually adopting international financial reporting standards. Based on international experience (Finland, Canada, South Korea, Australia, Sweden), the study highlights the key factors that ensure effective financial accountability and transparency: real-time data disclosure, institutionally independent auditing, and the use of digital technologies. Uzbekistan’s PEFA scores and Open Budget Index results are analyzed, identifying existing challenges and suggesting policy directions for improvement. The findings demonstrate that strengthening national legislation, adopting internationally standardized reporting formats, expanding public participation, and introducing modern digital technologies are crucial for consolidating the institutional foundation of financial accountability and transparency

CIVIC BUDGETING AS AN ELEMENT OF REGIONAL DEVELOPMENT STRATEGY

The article considers new elements of regional development strategy with a focus on institutional and methodological aspects of planning socio-economic progress. Special attention is paid to the role of public participation in the processes of development and implementation of strategic documents, including such mechanisms as public hearings, expert consultations, focus groups, digital platforms of e-governance and, in particular, civic budgeting. The author analyzes both theoretical foundations and practical examples of the introduction of such tools in international practice (Brazil, Spain, France, China) and the prerequisites for their application in the Republic of Belarus. The author presents the key directions for improving the system of strategic planning at the regional level: legal framework, institutional infrastructure, approval procedures, monitoring and evaluation, as well as identifies the existing institutional barriers. It is demonstrated that strengthening the role of civil society and introduction of mechanisms for direct participation of the population in the distribution of budgetary resources contribute to increasing the transparency of public decisions, strengthening trust in the authorities and more accurately reflecting the interests of the local population. The conclusion is that it is necessary to integrate new approaches into the current system of state planning to ensure sustainable and balanced of regional development.

METHODOLOGIES OF MANAGEMENT OF FINANCIAL RESOURCES OF LOCAL BUDGETS IN THE SOCIO-ECONOMIC DEVELOPMENT OF REGIONS

This article analyzes the methodologies for managing the financial resources of local budgets in the context of regional socio-economic development. First, within the framework of fiscal centralization and decentralization principles, it examines local budgets’ independent revenue sources, share-based taxes, and the mechanism of transfers allocated from the central government. Next, based on the principles of medium-term budget planning, ensuring budget balance, and performance-oriented budgeting, it presents methods for effective on-site resource allocation. Furthermore, by enhancing participatory budgeting and public involvement, the study explores how transparency and control over local financial resource use are strengthened. The article also discusses approaches to reducing socio-economic disparities between regions through general (free) transfers, the subvention-grant system, and horizontal equalization instruments. Additionally, it investigates the impact of tax reforms, investment financing, and risk management methods on the sustainability of local budgets. The research concludes with practical recommendations for improving local budget management methodologies—introducing a formula-based transfer mechanism, expanding interactive budget portals, and enabling the issuance of local bonds. Based on applied research and official statistics, the article aims to identify effective tools for financing regional development strategies.

FORECAST OF UZBEKISTAN’S E-COMMERCE MARKET DEVELOPMENT THROUGH 2035

This article develops a forward-looking outlook for Uzbekistan’s e-commerce market through 2035 and examines the main determinants of both growth speed and quality. It discusses key drivers such as the expansion of digital payments and e-government services, upgrades in logistics infrastructure, rising mobile internet penetration, the scaling of marketplace ecosystems, and the intensification of cross-border trade, alongside evolving regulation and consumer protection. The paper applies a scenario-based framework (baseline, accelerated, and inertial) to evaluate how macroeconomic conditions, competition dynamics in digital markets, and the adoption of data and AI technologies may reshape online retail. Special attention is paid to structural constraints, including consumer trust, cybersecurity risks, last-mile delivery performance, the digital divide, and capability gaps among SMEs. WAYS TO ENSURE ECONOMIC STABILITY THROUGH THE STATE BUDGET AND TAXES

This article analyzes the issues of ensuring economic stability through the state budget and taxes. The study examined fiscal indicators, the dynamics of budget revenues and expenditures, and their ratio to GDP. Structural changes in the tax system, the expansion of the tax base, and the intensification of digitalization processes were identified as important factors influencing economic stability. Analysis of the effectiveness of budget expenditures revealed the highest effectiveness of infrastructure projects and the need to increase efficiency in the healthcare and education sectors. According to the research results, the state fiscal policy is one of the main mechanisms for strengthening economic stability, and in the future, it is necessary to deepen reforms in the areas of reducing the deficit, optimizing expenditures, and increasing social effectiveness

FORMATION OF AN EFFECTIVE DEBT MARKET: INSTITUTIONAL CHALLENGES AND DEVELOPMENT PROSPECTS OF GOVERNMENT BONDS IN UZBEKISTAN

This article presents a comprehensive analysis of the state and structure of the government securities market in the Republic of Uzbekistan during the period 2018–2024, focusing on demand and placement trends. Government bonds are considered a key element of the financial system and play an important role in mobilizing both domestic and foreign investment resources. Particular attention is given to identifying institutional and structural constraints hindering the full development of this financial market segment. These include the limited range of available debt instruments, low liquidity in the secondary market, a predominance of short-term bonds, and the absence of flexible instruments such as floating-rate bonds. The study argues that the establishment of a fully functional, multi-level infrastructure for the circulation of government bonds requires the introduction of innovative instruments, including indexed, "green," and social bonds, which could enhance the sustainability of budget financing and strengthen the investment climate. It concludes that the development of the government bond market is of strategic importance for ensuring budgetary stability and increasing the transparency of public debt policy.

ENHANCING THE CAPITAL VALUE OF JOINT-STOCK COMPANIES THROUGH GOOD CORPORATE GOVERNANCE ELEMENTS

This article examines the impact of the systematic application of good corporate governance tools on the capitalization of joint-stock companies. Based on empirical data from leading public companies in Uzbekistan, an integrated model is proposed that includes board independence, audit committees, dividend policy, gender diversity, and stakeholder engagement. The results of the regression analysis show that the combined use of these corporate governance mechanisms significantly increases the value of Tobin’s Q, confirming the theoretical propositions of agency theory, resource-based approach, and stakeholder theory.

ASSESSMENT OF UZBEKISTAN’S SOVEREIGN CREDIT RATING BASED ON S&P GLOBAL RATINGS ANALYSIS

This article analyzes the sovereign credit rating of the Republic of Uzbekistan based on the methodology applied by S&P Global Ratings. The study examines macroeconomic stability, fiscal discipline, public debt dynamics, external sector indicators, and gold-foreign exchange reserves as the key factors influencing rating formation. The results of the statistical data analysis show that high economic growth rates and the significant volume of reserves support the country’s credit rating. At the same time, the high share of external debt, the deficit of the balance of payments, and global risks remain important constraining factors for rating stability.

ENVIRONMENTAL PROBLEMS IN THE PROCESS OF GLOBALIZATION AND THEIR IMPACT ON DEMOGRAPHIC PROCESSES

This article comprehensively analyzes the environmental problems arising against the backdrop of the acceleration of the globalization process and their impact on demographic processes. In the 21st century, the deepening of economic cooperation, the acceleration of industrialization, the practice of unlimited use of resources, and the expansion of transnational production chains are leading to a sharp increase in environmental pressure. Such factors as atmospheric pollution, global warming, water scarcity, soil degradation, and a decrease in biodiversity are seriously changing not only natural ecosystems but also demographic indicators related to human life. The study highlights the direct and indirect impact of environmental problems on such processes as the birth rate, mortality rate, migration flows, public health, the quality of labor resources, and territorial demographic imbalance. In particular, in regions with a high level of environmental risk, such demographic changes as a decrease in births, an increase in morbidity, an increase in premature deaths, an increase in ecological migration, and a decrease in population potential have been noted. Also, based on scientific sources, it is shown that factors such as water scarcity or drought caused by global climate change have become one of the main determinants of population migration strategy

GOVERNANCE AND STRATEGIC RESPONSES TO GLOBAL RANKINGS: EVIDENCE FROM UZBEK UNIVERSITIES

International university rankings have become strong tools of governance that impact strategic institutional policies and higher education reforms on the global front. In the case of emerging systems like Uzbekistan, rankings are a challenge as well as a chance to be recognized in the world. This paper presents the response of universities in Uzbekistan to the ranking pressures based on interviews with administrators of a public, private, and international branch campus university, and review of national policy documents. The results leave a very clear picture of contrasts between the private and international universities: international branding, autonomy in decision-making, and research incentives are indicators of structured approaches to ranking whereas bureaucratic rigidity, lack of autonomy, and inadequate allocation of resources characterize universities in public. The more important determinant of competitiveness turns out to be governance capacity, not ambition. The paper concludes that to achieve sustainable progress in rankings, reforms to governance are needed that increase autonomy, accountability, and institutional capacity and integrate rankings into larger education, research, and development missions.

ECONOMETRIC ANALYSIS OF THE IMPACT OF PUBLIC HEALTHCARE EXPENDITURES ON SUSTAINABLE ECONOMIC GROWTH

This study assesses the relationship between healthcare expenditures and sustainable economic growth using econometric analysis. The analysis is conducted using data from 44 countries and applies econometric models (OLS, Fixed Effects, IV (2SLS), GMM). According to the results of the Fixed Effects model, healthcare expenditures have a positive effect on economic growth. However, the results obtained using the IV model are close to those obtained by the OLS method, while the GMM model, which accounts for endogeneity, shows that healthcare expenditures may slow down economic growth. At the same time, the Sargan-Hansen test results indicate that the instrumental variables used are not fully valid. It is concluded that countries may stimulate economic growth by optimizing the volume and efficiency of healthcare expenditures.

In this article, foreign experiments of the development of innovative-investment entrepreneurship and their possibilities of application in the conditions of the national economy are scientifically-theoretically covered. In the current process of globalization, the introduction of innovations and the effective management of investments have become an important factor in economic development. Foreign experience shows that in the development of innovative-investment entrepreneurship, financial mechanisms, the perfection of the legal base, the initiative of entrepreneurs and the high level of scientific potential occupy an important place. The implementation of these experiences in the national economy makes it possible to develop innovative infrastructure, form a venture capital market, stimulate the private sector and support the activities of startups. At the same time, it is necessary to adapt foreign experience to national conditions, effectively use existing resources and improve the national innovation system. This article will analyze foreign experiences and highlight the mechanisms of their implementation for the Uzbek economy, as well as provide theoretical and practical directions for the development of national innovative and investment entrepreneurship.
