This article explores the theoretical foundations of financial accountability and transparency, highlighting their importance in the effective implementation in both the public and private sectors. The content and essence of financial accountability and transparency are analyzed through various theoretical approaches, including institutional theory, agency theory, good governance theory, new public administration theory, and public participation theories. The results of the study confirm the conclusions that a high level of financial accountability and transparency contributes to economic stability, improvement of the investment climate, reduction of corruption, and increased social trust.

The article examines the essence of social services and their role as an economic category based on various theoretical approaches. Scientific interpretations of social services are systematized within the frameworks of institutional theory, public and merit goods theory, welfare state concepts, and human capital theory. The role of social services in ensuring social justice, social stability, and improving the efficiency of human capital utilization is substantiated. The approaches of foreign and national scholars, as well as definitions of social services in the legislation of the Republic of Uzbekistan, are analyzed. An authorial interpretation of social services as an investment-oriented and institutional mechanism influencing economic growth and sustainable development in a transition economy is proposed.

This article examines the historical evolution of capital market theory, its modern development trends, and the fundamental regularities of market mechanisms within the global financial system. The study explores theoretical and practical aspects of diversification, risk–return relationships, price formation mechanisms, information transparency, liquidity, and investor behavior. Differences between developed and emerging markets, the growing impact of digital technologies and artificial intelligence on capital market models, and the specific features of Uzbekistan’s capital market are also analyzed. The findings demonstrate that although capital market theory has universal principles, it must be adapted to the institutional environment of each country

This article theoretically argues that digital transformation is a strategic necessity for banks to remain competitive with fintech companies as a result of rapid technological advancements in digital transformation. In addition, the theoretical foundations of digital transformation in retail banking are critically examined, and the main principles of diffusion of innovation theory, resource-based view (RBV), institutional theory, service-oriented logic (SDL), technology adoption models, and dynamic capabilities are extensively analyzed. It is argued that digital transformation is not just about implementing digital tools, but also about creating value, delivering services, working with customers, improving efficiency, and increasing interbank competitiveness. By analyzing a large body of scientific literature, the study identifies gaps in existing theoretical frameworks and attempts to identify how banks can adapt to the digital economy, increase investment in innovation, and become digitally mature. Such analyses contribute to the field both scientifically and practically by offering comprehensive development models to understand the systemic and multidimensional dynamics of digital transformation in retail banking.

Ensuring sustainable and inclusive development of regional economies stands as a central challenge for contemporary economic policy and regional planning. This paper develops the theoretical foundations for econometric modeling of regional development, aiming to provide a rigorous methodological framework for quantifying growth drivers and producing reliable forecasts of regional economic performance. The primary objective is to specify and justify econometric models that capture both the long-run relationships and short-run dynamics among core regional indicators (GRDP, industrial output, retail turnover, investment inflows, employment and income levels, and institutional variables). This scientific article discusses the theoretical foundations of resource taxation, its economic essence and role in ensuring the stability of the state budget. The study analyzes theoretical approaches to the taxation of natural, financial and human resources, their impact on economic efficiency and their significance in fiscal policy. It also examines the stages of development of the resource tax system, the principles of their establishment and the scientific basis from the point of view of economic theories - classical, neoclassical and institutional approaches. The results of the study show the possibilities of financing state socio-economic development programs, rational use of natural resources and ensuring environmental sustainability through resource taxes.

This article analyzes the theoretical foundations of the Special Economic Zones (SEZ) concept and their role in economic development. It examines global SEZ models, including free trade zones, industrial parks, technology clusters, and innovation zones, highlighting their development features. Additionally, the positive impacts and potential risks of SEZs are thoroughly discussed. The findings substantiate the need to align SEZs with national industrial policy and sustainable development strategies

The article presents a scientifically based methodology for developing the concept of territorial development of the Republic of Uzbekistan. Theoretical approaches to spatial planning are investigated, including the growth poles concept, central places theory, and polycentric development models. The author proposes a scientifically based typology of Uzbekistan regions with identification of six types of territories: central capital region, growth poles of national importance, advanced development regions, structural modernization territories, priority state support regions, and environmental rehabilitation territories. For each type, specific development priorities, support instruments, and target indicators are defined. A system of target indicators for the territorial development concept has been developed, including economic, social, infrastructure, and environmental indicators. The mechanisms for implementing the concept through a system of state programs, investment projects, and institutional reforms are substantiated. The principles for developing the concept are defined: balance, polycentricity, territorial connectivity, sustainability, consideration of regional specifics, and inclusivity.
