The article discusses the theoretical and practical aspects of the formation of
regional innovation systems. The institutional, financial, and infrastructural mechanisms for supporting innovation in the regions are analyzed. A methodology for assessing innovation
potential has been developed using the example of the regions of Uzbekistan and recommendations
for the development of innovation clusters have been given. The results of the study may have
practical significance for government agencies and business entities in shaping regional innovation
policy.
