Abstract

The article analyzes the issues of transforming rural areas into a "Smart Village" 
and "Smart Mahalla" system. Based on the views of foreign scholars (Parveen Kumar, Van Gevelt and Holmes), the importance of the entrepreneurial factor, the priority of the service sector and the integration of modern technologies is emphasized. In the conditions of Uzbekistan, it is proposed to take 18 types of service provision (hairdressers, pharmacies, educational centers, car repair, Internet lounges, etc.) as a basis for creating a "Smart Village" platform. Within the framework of the Presidential Decree No. PQ-5113 of 2021, special attention is paid to the development of services at the mahalla level. The authors justify the possibility of implementing a single “Smart Village” platform in certain regions of the republic (selected based on social infrastructure, communication, entrepreneurship and geographical factors). Mechanisms such as online search for services through the platform, electronic ordering, and introduction of a mentor-apprentice system are proposed. In conclusion, a single digital platform that takes into account communication, infrastructure and local characteristics is considered necessary for a successful “Smart Village” system.
