This study assesses Uzbekistan’s innovation efficiency from 2020 to 2025 using Global Innovation Index (GII) data and compares it with global leaders (Switzerland, Sweden, USA), top overperformers (India, Vietnam, Morocco), and regional peers (Kazakhstan, Azerbaijan). Although Uzbekistan’s overall GII rank improved to 79th in 2025, its innovation outputs remain far below inputs, resulting in an average efficiency gap of 23 ranks. The three countries of India, Vietnam, and Morocco achieve better results than expected based on their input levels, but Kazakhstan and Azerbaijan produce outcomes that fall short of their potential. The main challenge for Uzbekistan is not investment levels but weak conversion of inputs into outputs, due to limited R&D commercialization, weak industry–research linkages, and low high-tech exports. The research suggests Uzbekistan should improve its national innovation system coordination through targeted foreign investment and venture financing for selected sectors to build an innovation-based economy

The main problem of the article is the need for equal development of capacity between regions and the effective use of human resources, the development of strategies aimed at increasing the capabilities of the population in different areas, while ensuring the general well-being of society. The paper uses pictorial statistics, the Pearson correlation test, and regression analysis, and consequently shows human capacity building through education, health care, job creation, and the development of innovation in the industry. From this point of view, from a scientific and practical point of view, recommendations have been developed for the effective management of resources in the field of economic development and industry in the regions.

This article provides a scientific analysis of the role of the informatization process in societal development, as well as its impact on economic, social, and spiritual life. The widespread implementation of information and communication technologies (ICT), the process of "digital transformation," and their role in radically changing social relations are examined and analyzed. The research employed methods of literature review, comparative analysis, and a systematic approach. The results indicate that countries with a high level of informatization experience accelerated economic growth rates, enhanced effectiveness of social management, and a highly developed intellectual potential of the population.

Cloud technologies, artificial intelligence and analytical programs are becoming increasingly important in small business management. They help small businesses develop their activities, increase efficiency, reduce costs and optimize the decision-making process. The article describes the meaning, essence and mechanisms for the implementation of innovative digital technologies in simplifying financial management and increasing the efficiency of small businesses. By introducing innovative technologies into small business processes, a synthesis of conditions for systemic management was carried out.
