Аннотация

В статье анализируются теоретические основы и практические аспекты подходов «сверху вниз» и «снизу вверх» в региональном экономическом развитии, их преимущества и недостатки. На примере международной практики (Всемирный банк, ОЭСР, Европейский Союз) и реформ в Узбекистане показано взаимодействие данных подходов. Автор выдвигает предложения по повышению эффективности регионального развития через децентрализацию, поддержку местных инициатив и обеспечение участия общественности.
