ВЛИЯНИЕ ВСТУПЛЕНИЯ ВО ВСЕМИРНУЮ ТОРГОВУЮ ОРГАНИЗАЦИЮ НА РАЗВИТИЕ СИСТЕМ УПРАВЛЕНИЯ ПРОЕКТАМИ В ЦЕНТРАЛЬНОЙ АЗИИ

В статье исследуется влияние вступления стран Центральной Азии в ВТО на развитие систем управления проектами. Актуальность темы обусловлена необходимостью согласования внешнеторговых реформ и преобразований проектной среды в условиях подготовки Узбекистана к вступлению в ВТО. Методология основана на качественном сравнительном анализе, кейс-стади и контент-анализе материалов ОЭСР, ВТО, МВФ и Всемирного банка. Результаты показывают, что в Кыргызстане, Таджикистане и Казахстане членство в ВТО способствовало цифровизации таможенных процедур, развитию механизма «единого окна», электронных закупок и усилению регуляторной прозрачности. Научный и практический вклад статьи состоит в формулировании рекомендаций для Узбекистана по интеграции реформ ВТО и системы управления проектами.
