EFFECTIVE WAYS OF USING STATE BUDGET FUNDS IN THE DEVELOPMENT OF PROFESSIONAL TRAINING OF MANAGEMENT STAFF IN HIGHER EDUCATION INSTITUTIONS

This article examines effective ways of using state budget funds for the development of professional training of management staff in higher education institutions. The research analyzes the legislative framework of the Republic of Uzbekistan, international best practices in budget allocation, and develops practical recommendations for optimizing financial resources. The article explores performance-based budgeting mechanisms, transparency principles, and institutional capacity building approaches. Special attention is given to the relationship between budget allocation efficiency and the quality of leadership development programs. The study demonstrates that strategic allocation of state budget resources, combined with institutional autonomy and accountability mechanisms, creates conditions for sustainable development of management competencies in higher education.

The purpose of this research is to study the impact of cross-border e-commerce development under the regional economy of Inner Mongolia on the construction of higher vocational education majors in the autonomous region. Taking the cross-border e-commerce profession of higher vocational education as the research object, it analyses the current situation of cross-border e-commerce professional curriculum and teaching quality of higher vocational education in Inner Mongolia by investigating the demand for relevant talents in the cross-border e-commerce industry in the region, and constructs the core curriculum standard of cross-border e-commerce profession of higher vocational education in Inner Mongolia on this basis. In addition, the implementation scheme of cross-border e-commerce professional core curriculum is explored and the assessment method is proposed. In order to provide reference value for talent cultivation of cross-border e-commerce development under the regional economy of Inner Mongolia.

Furthermore, organizational and methodological factors influencing the implementation of innovative activities, the professional competencies of teachers, the technical infrastructure of educational institutions, and management mechanisms are analyzed. EXPERIENCES AND FACTORS OF ACCELERATION IN TRANSITION TO INTERNATIONAL FINANCIAL REPORTING STANDARDS

This article considers progress in the performance of the tasks specified in the Resolution No. 4611 of the President of the Republic of Uzbekistan dated February 24, 2020 "On additional measures for the transition to International Standards of Financial Reporting", and the implementation of curricula and programs in the field of "Accounting and auditing" in higher education according to international financial reporting standards. The work carried out on the coordination of IFRS, including the updated topics included in the program of the subject of "financial accounting", accreditation requirements are described. In addition to the achievements, there are proposals to accelerate the activities of professional organizations, to recommend methodological work based on the IFRS, to strengthen cooperation with practice, to involve practitioners in the development of case studies and sets of issues.
