This article examines the theoretical and methodological foundations of applying the fuzzy regression model in assessing production efficiency in agricultural sectors. The advantages of the fuzzy approach in optimizing the utilization of available resources in the agricultural sector are analyzed. Furthermore, the scientific significance of identifying the relationships between factors affecting efficiency under conditions of uncertainty using the fuzzy regression model is theoretically substantiated.

Due to its competitive potential, it occupies a leading position in attracting foreign investment in the organization of new enterprises, employment, export of products, and is also one of the strategically important areas in the global specialization of the national economy of the country. Based on this, it is important to develop strategies to reduce the cost of production, increase the competitiveness of domestic products on the world market, by optimizing the costs of textile industry enterprises.
In the article, the development of dualism in economic systems during the emergence of new relations of production and the state's policies and institutions during this period to ensure that they support and help new methods of production, dualism studied by several economists methodological problems specific to the financial system are studied. The author has studied how the dualistic financial system affects the emergence of crises and conflict situations in the economy, in particular, its negative impact on the stable improvement of product production, competitiveness and general economic well-being. The author has further strengthened his views on these relations with a comprehensive analysis of the financial literature, which is presented in the cross-section of countries and years. According to the results of the study, due to the review of the dualistic financial system, the authors consider important proposals for the existing problems of the economy. The article examines the economic relations of the formation, distribution and use of monetary funds in the dualistic financial system and emphasizes the effects of their use.
The study identifies problems hindering the sustainable development of industry, including technological obsolescence, inefficient use of resources, insufficient production efficiency, and low innovation activity. In order to address these problems, scientifically grounded proposals and recommendations are developed for industrial modernization, increasing investment attractiveness, expanding high-tech production, and developing research activities.
In this article, taking into account the identified problems in the development of cities of different administrative ranks, special measures of urban policy are proposed for cities of different ranks. These include: the formation of agglomerations; the transfer of administrative, educational, production facilities outside the city and the transfer of management functions to other structures; the creation of innovative, science-intensive and high-tech activities, innovation-technology clusters; the interaction of nearby territories with cities based on innovative forms of management; the creation of satellite cities; the development of industrial, social, transport, engineering service functions and sectors based on specialization; the development of mechanisms for transferring investments, labor and production resources.

At the same time, general information about the analyzes conducted on the production and sale of alcohol and tobacco products in Uzbekistan is given. The study includes a comprehensive examination of market dynamics, regulatory frameworks, industry players and socio-economic factors affecting these two sectors. Excise tax plays an important role in the formation of state revenues and regulation of consumption of certain goods and services. Agriculture is one of the main sectors of the economic potential of Uzbekistan, playing an important role in ensuring food security and increasing the export potential of the republic. Solving this problem is impossible without the implementation of large-scale investment projects that require significant amounts of financial and material resources. At the same time, in many sectors of the economy of the Republic of Uzbekistan there is a contradiction between the real need for the volume of financing of investment activities aimed at updating and developing the material and technical base, and the available sources of its own financial resources. One of the reasons for this situation is the lack of an effective management system for financial and investment activities, which is based on modern methodological principles and uses the latest technologies and tools for financial management of SMEs.
