РОЛЬ ИННОВАЦИОННОЙ ПОЛИТИКИ В УСКОРЕНИИ СОЦИАЛЬНО-ЭКОНОМИЧЕСКОГО РАЗВИТИЯ РЕГИОНОВ

Эта статья научно исследует роль инновационной политики в ускорении социально-экономического развития регионов. В условиях глобализации и цифровой трансформации подчеркивается, что политика третьего поколения, согласованная с региональными инновационными системами (RIS) и Целями устойчивого развития ООН (SDGs), является ключевым фактором обеспечения экономического роста. Исследование основано на методологии систематического обзора литературы (SLR) и анализирует ряд научных работ, опубликованных в последние годы в базах данных Scopus, Web of Science и ResearchGate. Результаты показывают, что инновационная политика, на примерах Европейского Союза (стратегии S3) и Китая (программы MLP), повышает ВРП на 5-15%, улучшая занятость и конкурентоспособность, однако в менее развитых регионах сохраняются институциональные ограничения и риски поляризации. В заключении доказывается, что эффективность политики зависит от инвестиций в НИОКР и сотрудничества университетов с промышленностью. Среди рекомендаций — увеличение субсидий и введение гибких условий, а будущие исследования должны акцентировать внимание на развивающихся странах.
