The article analyzes the main directions for the development of innovation clusters, their role in economic development, and factors for increasing the efficiency of the innovation ecosystem. The article substantiates a territorially-oriented mechanism for financing innovation activity based on targeted deductions of enterprises from the corporate profit tax. The relevance of the study stems from the high territorial concentration of the innovation potential of the Republic of Uzbekistan in the capital region against the background of low innovation activity of enterprises in the regions. The author proposes the formation of local territorial innovation funds at the district level through the redistribution of 1 % of the enterprises' profit tax without increasing the aggregate tax burden. Based on official statistics on 12,239 enterprises of the Syrdarya region, the potential volume of the funds is estimated by districts and economic sectors. The procedures of fund formation, governance and allocation are described; the model is compared with international analogues (Hungary, Brazil, the USA) and with the cluster model of innovation development; advantages, risks and ways to mitigate them are assessed
The article analyses the scientific foundations and practical significance of specialization processes in regional industrial production. It examines agglomeration effects, cluster theory, related variety and economic complexity concepts as the theoretical basis. International experience in implementing the Smart Specialisation Strategy (S3) is reviewed, with recommendations for its effective application in Uzbekistan. The paper highlights the impact of specialization on economic growth, innovation processes, and competitiveness, as well as mechanisms for mitigating the risks of mono-industrial dependence.
This article discusses the implementation of large-scale reforms in Uzbekistan to ensure the economic stability of the regions and the innovative economic development of the processing industry in the regions. Foreign experience in improving the innovative economic development of the processing industry in the region and the possibilities of its application in the region are analyzed. The study of foreign strategic approaches to optimizing the agrocluster system is important in ensuring sustainable development through the integration of agriculture and industry. This article analyzes the best practices of various countries in the formation and development of the agrocluster model. In particular, the strategic approaches of countries such as the United States, the European Union, China and South Korea, such as state policy, methods of attracting investment, the introduction of innovative technologies and the integration of agroclusters with the global market, are studied. The results of the study are aimed at analyzing the possibilities of using international experience in the development of the agrocluster system and proposing a model adapted to local conditions.
